Sarah Sagredo-Hammond’s Conservative Voting Commitments for HD-41
I’m running to represent the Rio Grande Valley as a conservative Republican. This Contract is my public pledge for the priorities and votes I will pursue in the Texas House, with a public tracker so voters can verify my actions.





The Conservative Commitments
● I will vote NO on any bill that results in a net increase in the tax burden on Texas families and small businesses.
● I will prioritize property tax relief and oppose hidden “fee” increases that function like taxes.

1) No New Taxes Pledge
2) Stop Wasteful Spending
● I will vote NO on budgets that grow faster than responsible limits, such as population growth plus inflation, unless there is a clearly defined emergency.
● I will vote YES on spending transparency, performance audits, and eliminating waste.
3) Secure the Border / Stop Fentanyl and Trafficking
● I will vote YES on border security measures aimed at cartels, trafficking, and fentanyl, and on coordination that supports local law enforcement.
● I will vote NO on policies that weaken enforcement or create incentives for illegal crossings.
4) Back the Badge / Public Safety
● I will vote YES on resources and legal protections for law enforcement acting within the law and department policy.
● I will vote YES on tougher consequences for repeat violent offenders.
● I will vote NO on policies that undermine policing or reduce accountability for serious crimes.
5) Parents’ Rights in Education
● I will vote YES on curriculum/material transparency and parental notification rights.
● I will vote NO on policies that block parents from knowing what’s taught or that sideline parents in major decisions.
6) Protect Constitutional Freedoms
● I will vote YES to protect free speech, religious liberty, and due process.
● I will vote NO on compelled speech or viewpoint discrimination by government.
7) Second Amendment Commitment
● I will vote NO on broad new restrictions aimed at law-abiding gun owners rather than criminals.
● I will vote YES on stronger penalties for criminals who use firearms in crimes.
8) Energy Reliability and Affordability
● I will vote YES on grid reliability and dependable energy generation.
● I will vote NO on mandates that predictably raise electricity costs or undermine reliability without measurable benefit to Texans.
9) Jobs, Small Business, and Red-Tape Reduction
● I will vote YES on regulatory relief that helps small businesses start, hire, and grow in the Valley.
● I will vote NO on unnecessary regulation that raises costs and kills jobs.
10) Election Integrity
● I will vote YES on commonsense election security: accurate rolls, voter ID, chain-of-
custody safeguards, and transparency.
● I will oppose changes that reduce confidence in fair elections.
11) No Procedural Betrayals
I will not empower Democrats through procedural votes that hand them control of the agenda.
When leadership votes determine who sets the agenda, I will support Republican leadership and priorities consistent with this Contract.
Within my first 100 days in office, I will:
● File or co-sponsor at least 5 items aligned with this Contract (tax relief, border/fentanyl,
parents’ rights, public safety, regulatory relief, constitutional freedoms).
● Host two in-district town halls and publish written action summaries.
● Launch a public Contract Tracker showing: votes, bill actions, and status updates by
commitment.


These commitments reflect my good-faith conservative judgment and voting intent. In rare cases involving constitutional conflicts, court mandates, or genuine emergencies affecting public safety or critical infrastructure, I will weigh these commitments alongside my oath to the Constitution and the best interests of the Rio Grande Valley.
